Norway, GAVI, and the Global Fund¡¯s Role in Reforming the Global Health Architecture under the Lusaka Agenda

Global health architecture is undergoing several interconnected reforms involving many actors.  Norway has played a key role in establishing vertical initiatives such as GAVI, the Global Fund, and the Global Financing Facility. While these efforts have contributed significantly to global health outcomes, they have also led to a fragmented governance landscape. The Lusaka Agenda calls for stronger national ownership, financing, and health systems. Norway, alongside Kenya, led the Future Global Health Initiative process that culminated in the Lusaka Agenda, positioning Norway to help shape its implementation. 

Since the early 2000s, when many vertical programs were created - often driven by concerns about the effectiveness of existing institutions - the global health landscape has evolved. The World Health Organization (WHO), has regained trust and legitimacy, particularly through its role in coordinating international responses. WHO continues to be a central pillar in shaping health norms, standards, and strategies. New and complex challenges have emerged, including the rise of non-communicable diseases, climate change, pandemics, antimicrobial resistance (AMR), funding constraints, and geopolitical tensions. Many countries in the Global South have developed substantial expertise and now seek to strengthen their own health systems and financing mechanisms. 

This seminar will explore the question: How can Norway and its allies - countries, organizations and institutions - support long-term global health reforms that promote national ownership, equity and sustainability, while supporting leadership and decision-making from countries in the Global South?
